Takeshima islands belong to Japan
1DThe San Francisco Peace Treaty singned in Sept. 1951 stipulated Japan to accept the independence of Korea and relinquish the ownership of Korea including Jeju island, Geomundo and Ulleungdo.
2DWith regard to this provision, Korea presented a letter to the Secretary of State Atchison, where it requested the US govt to replace the word "relinquish" of the Article 2 Clause a with the statement of "confirm that Japan has relinquished on August 9, 1945 all the rights to Korea and the lands that were a part of Korea before the annexation of Korea by Japan including the Jeju island, Geomundo, Ulleungdo, Dokdo and Parangdo.
3DTo this request from Korea, the US govt answered in a letter from the Assistant Secretary of State Responsible for the Far East Affairs Dean Rusk denying the request as follows:
"... The US govt does not consider that the SF Peace Treaty should stand on the theory that the acceptance of the Potsdam Declaration by Japan on August 9, 1945 constitutes the Japanese formal or final relinquishment of sovereign rights to the regions treated in the Declaration. With regard to the islands known as Dokdo, Takeshima or Riancourt Rocks, according to our information, those usually uninhabited rock islands have never been treated as a part of Korea and have been under the control of the govt of the Oki Islands, Shimane Prefecture since 1905. The ownership to those islands seem to have never been insisted on by Korea."
"Dokdo was foced to be included in the Japanese territory in Jan. 28, 1905 and they named it "Takeshima." But this, of course was an illegal act, "
According to a Korean document on which the Korean official position rests, the 1900 Korean Empire Edict No.41 Article 2

reads "the county supervisor shall ... exercise jurisdiction over all the islands of TΛ, | and Ξ".
This "|" has been proved to be a small island called "|Χ" near the islands of TΛ. Koreans insist that "Ξ" is the Dokdo based on the pronunciation of "Ξ(Sokdo)" resembling that of "Ζ(Dokdo)".
However, an article of a Korean newspaper "cιV·" dated July 13, 1906

reads "the islands that the county exercises jurisdiction over are | and Ξ, whose area measures 60’ (=24km;1’=0.4km) from east to west and 40’(16km) from north to south..."
The area does not include "Takeshima" as shown the following map, so the Edict No.41 Article 2 does not refer to the ownership of the islands.

"the Allied Powers (SCAPIN) ordered Japan to return it to Korea and ordered other nations to not go near Dokdo by 12 Nautical miles. "
SCAPIN - 677 specifies nothing about the minor islands referred to in Article 8 of the Potsdam Declaration, which reads:
"6. Nothing in this directive shall be construed as an indication of Allied policy relating to the ultimate determination of the minor islands referred to in Article 8 of the Potsdam Declaration."
This means that this directive is not final but tentative, so it does not have any effect as an evidence.
